Carriers would face US laws requiring the change if not complied.
The US Federal Communications Commission (FCC) chairman has demanded wireless carriers to allow users to unlock their smartphones or face US laws requiring the change.
The communications watchdog is urging mobile phone operators to facilitate mobile subscribers to get their phones unlocked soon after the completion of carrier contracts, which would allow user to swap operators without buying a new device.
FCC chief Tom Wheeler said in a letter to The Wireless Association that the regulator has been working with the industry for eight months on the issue.
'Enough time has passed, and it is now time for the industry to act voluntarily or for the FCC to regulate,' Wheeler said.
'Let's set a goal of including the full unlocking rights policy in the CTIA Consumer Code before the December holiday season.'
The FCC has indicated several steps to be part of regulations for unlocking, which include notifying consumers about when their devices would be eligible for unlocking; processing unlocking requests within two business days; unlock devices intended for military personnel after deployment; and clearly offer an accessible policy on unlocking.
